Landscaping Committee
DRAFT Committee Charter
1. Purpose
The Landscaping Committee (“Committee”) is a volunteer committee established to support the beautification, health, and long-term sustainability of the Association’s landscaping and irrigation systems. The Committee assists the Board by monitoring conditions, providing recommendations, and helping coordinate landscaping-related communication and priorities.
2. Mission
To maintain and enhance the community’s aesthetic appeal and common-area landscape quality through oversight, practical recommendations, and resident engagement, while supporting the Association’s vendors and policies.
3. Scope of Responsibilities
The Committee may perform the following functions, subject to Board direction and HOA policies:
- Common Area Landscape Oversight
- Observe and report common-area landscape conditions (turf, trees, shrubs, mulch, seasonal color, beds, entrances, and signage areas).
- Identify recurring issues such as bare spots, weeds, pest/disease concerns, or drainage-related turf decline.
- Recommend improvement priorities to the Board/Management.
- Irrigation & Watering Support
- Monitor general irrigation performance (coverage, broken heads, overspray, leaks, and timing concerns).
- Recommend adjustments or repairs to HOA Management and/or vendors.
- Support water conservation practices consistent with local restrictions and community needs.
- Vendor Coordination Support (Advisory)
- Assist the Board/Management by providing feedback on vendor performance and service quality.
- Help define or review landscaping service expectations and scope items (mowing, edging, trimming, mulch cycles, fertilization, etc.).
- Participate in vendor walk-throughs when requested by the Board/Management.
- Landscape Improvement Projects
- Recommend enhancement projects such as plant replacements, bed renovations, entrance improvements, tree pruning, seasonal color plans, or erosion control.
- Help develop simple project scopes and estimated priorities for Board consideration.
- Organize and coordinate community volunteer “self-help” projects where residents can safely assist with approved landscaping tasks to support the Committee and help reduce overall HOA implementation costs.
- Support volunteer beautification efforts only when approved and scheduled through the Board or Management.
- Resident Communication & Requests
- Provide a clear path for residents to report landscaping concerns through HOA-approved channels.
- Share seasonal reminders and updates (watering schedules, pruning alerts, community events).
- Support resident education on HOA landscape standards where appropriate.
- Long-Term Planning & Budget Input
- Provide input to the Board on annual landscape priorities and budget planning.
- Recommend reserve considerations for major landscape replacements, irrigation upgrades, or tree management programs.
4. Authority & Limitations
The Committee is advisory and volunteer-based and may not:
- Direct vendors, authorize work, or change vendor scope without Board/Management approval.
- Spend HOA funds or commit the Association to contracts.
- Enforce violations or issue notices to residents.
- Make binding decisions on behalf of the Board.
All recommendations are subject to Board approval and must comply with governing documents and HOA policies.
5. Committee Structure & Membership
- Members should be residents/owners in good standing. The Board may set a reasonable maximum size for efficiency.
- The Chair leads meetings and serves as liaison to the Board/Management.
6. Meetings & Reporting
The Committee meets [monthly/quarterly/as needed]. Committee updates or recommendations are provided in writing to the Board/Management as requested. Meetings are working sessions and do not replace Board meetings.
7. Budget & Spending
The Committee may submit recommended projects and budget items for Board consideration. No HOA funds may be spent without prior Board approval. Any approved purchases or work must follow HOA financial procedures.
8. Standards & Safety
The Committee promotes landscaping practices that are:
- Safe and appropriate for common areas.
- Consistent with community appearance standards.
- Mindful of drainage, visibility at intersections, and resident safety.
- Environmentally responsible where feasible (native/low-maintenance options, water efficiency).
9. Coordination With Other Committees
The Committee may coordinate with other committees as needed, such as:
- Architectural Review Committee (ARC): For standards affecting owner landscaping.
- Maintenance Committee: For hardscape, drainage, lighting, or signage issues.
10. Term, Removal, and Vacancies
Members serve [one-year terms / ongoing] or as determined by the Board. The Board may remove or replace members for inactivity, misconduct, or conflicts of interest. Vacancies may be filled by Board appointment or volunteer recruitment.
11. Charter Review and Amendment
This Charter may be reviewed periodically and amended by the Board of Directors to remain consistent with governing documents and community needs.
